Hey, I'm working on a short-sleeve shirt using a fitted blouse pattern. I'm wondering how people usually deal with making the sleeve cap lower, tweaking the shoulder area, and still making sure it fits nicely. Any tips would be great

I had the same issue with a summer blouse I made. Dropping the sleeve cap helped it move better, but I also had to shift the shoulder seam a bit toward the neck. I tried it out on scrap fabric first so I didn't mess up the good stuff. Taking photos while pinning helped me catch fit problems I missed in the mirror. Hope this helps!

short sleaves are unforgiving when it comes to movements, so I'd make sure to try enough times to that it fits well and you can move your arms normally.
