Twice, I've needed to make inexpensive wedding dresses.
My oldest daughter was getting married in a few weeks, and I didn't have a budget for it. I was able to go to a well-known fabric store in Fayetteville, TN (Sirs, it has since burned down). I purchased lovely sheer drapery fabric that had a border. Her dress was sheer, long sleeves (border), the empire bodice (out of the body of the fabric and lined), then the skirt with the border for the rest of it. It was so gathered, sewn, and lined.
Then I hand-sewed on pearl beads and sheer iridescent sequins. And then, of course, just a basic tulle waist-length bridal veil.
Using the same dress pattern, with short sleeves, the two bridesmaids' dresses were made out of green gabardine. And those young ladies were able to wear those dresses at other times.
The second time, a co-worker was getting married, part on the ground and part after parachuting out of a local plane. On her ground dress, we purchased lace and lining from Walmart. It was beige since she had been married before. I remember it was street length and straight lines. I don't know all the details. But, I hand-sewed the sheer iridescent crystal sequins on it also. She liked it.
On both of those dresses, they each cost less than $100 to make.
