Reducing the armscye circumference

Working on a blouse pattern that I love, but the armscye feels a little too roomy and it's giving the sleeves a baggy look that is making the whole fit look weird. I've tried adjusting the sleeve width itself, but I realized the real problem might be the armscye circumference.
What's the best approach, should I take in the side seams slightly, reshape the armscye curve, or is there a way to do both without affecting the shoulder or sleeve ease too much? I want to keep the overall silhouette intact, just make the armhole a bit cleaner and more fitted if you get what I mean
 
I've had a similar issue with patterns and it can be tricky to get right without distorting the rest of the garment. Yes, focus on the armscye itself, coz that's always the root of the problem.

So take a small, even amount from both the front and back of the armscye curve. You can carefully draw a new cutting line about an eighth to a quarter of an inch inside the original line at the underarm and then have it gradually blend back to the original line at the shoulder seam. A small change but can reduce the overall circumference without changing the shoulder fit. After you've made that adjustment to the armscye, you'll also need to do the same to the sleeve cap to ensure the two pieces still match up correctly and give you the proper ease.

you know, you can get the blouse on a dress form or a friend and just start pinning. Pin the side seam to the fit you want, then pinch the extra fabric under the arm. Once you've got it where you like, you can just re draw your armscye curve with a curved ruler. It's much easier to do it on the body than trying to calculate it on a flat pattern

I'd do the same as @elmimi! The key is to adjust both pieces by the same small amount to keep your essential sleeve ease intact. This balances the pieces and gives you that cleaner fit without distorting the shoulder or the rest of the blouse. Always baste the sleeve in first after making these pattern adjustments. Then try it on to confirm the perfect fit before you sew it permanently!
